The girls, aged 15 and 16 from Coomera, will be charged on Thursday with the murder, robbery, deprivation of liberty and torture of Cian English in Surfers Paradise last month.
Police allege both girls filmed Mr English’s assault, torture and death, and actively encouraged the behaviour.
“These girls were actively at the scene. Legislation allows people to be charged with being a party to an offence. The girls videoed the incident and the torture on the boys, both English and his friend, and they took no active step … it’s clear they were actively encouraging it,” Detective Inspector Brendan Smith told reporters.
“We will be alleging they have seen him go over the verandah.
“They have looked down and saw he is obviously deceased and then they have stolen clothing off another unconscious male on the verandah.
“It really is beyond belief these people behave like this.”
Three other men who have also been charged with teen’s murder remain in custody.
Mr English’s body was discovered at the base of an apartment complex at View Avenue in the early hours of May 23.
Police allege he was trying to escape being robbed by the three men at knifepoint when he fell to his death.
